The Stages of the ZIP Program

The environmental knowledge assessments make up the first stage in the process. All drafted by the same federal-provincial team, these assessment reports constitute the basis for discussion of the second stage.
The public consultation, organized in each sector by the ZIP committee, is mainly used to identify the intervention priorities in the respective reaches of the St. Lawrence River.
The Ecological Remedial Action Plan, then drafted by the ZIP committee, coordinates the actions to be taken in accordance with the priorities identified in the consultation.
Stratégies Saint-Laurent assesses the public’s contribution to the program as being close to 100,000 hours of volunteer work.

Participation and consultation of riverside communities Facilitate and approve the creation of autonomous, multisectoral advisory committees in each ZIP territory by providing the necessary technical and material assistance and co-ordinating the exchange of information. Mobilize riverside communities to work toward the protection, rehabilitation, and reclamation of the St. Lawrence River; encourage the participation of local stakeholders and consult with them to identify actions aimed at restoring and conserving the St. Lawrence River. Support the introduction and creation of ZIP Committees by offering the services of government personnel and providing information on a given territory.
Summary of knowledge Help launch the regioinal assessment report and promote the ZIP program. Host the launch and help distribute the report among stakeholders and riverside residents. Jointly prepare the report and publicize it by organizing the launch.
Consultation Help organize the public consultation meeting and update the guide to preparing public consultations. Organize public consultation meetings and distribute the report; help define local priorities for action. Present report findings to a public consultation meeting attended by government representatives.
Ecological Rehabilitation Action Plan (ERAP) Prepare annual ERAP programming and update the guide to preparing ERAPs. Prepare the ERAP in consultation with local stakeholders in compliance with the objectives of the guide to preparing ERAPs. Provide scientific and technical support to the ZIP Committees preparing ERAPs.
Implementation of ERAP's Assist ZIP Committees in searching for funding sources and in establishing partnerships; act as the liaison between ZIP Committees and governments, and prepare a guide to implementing ERAPs. Identify needs in scientific and technical fields; prepare the ERAP in consultation with the stakeholders concerned; submit projects to funding programs. Provide technical and scientific support to ZIP Committees and steer them toward funding programs.
Results follow-up and dissemination Help define the analytical framework of results and identify indicators for their evaluation; disseminate the results of the ERAP's implementation. Evaluate the economic and environmental spinoffs and the benefits to the community of carrying out the ERAP, and oversee monitoring of the ERAP by project partners and the community. Monitor and disseminate the results obtained by partners; help define the analytical framework of results and identify indicators for their evaluation.
